Vietnam Prime Minister: The Fight to Covid-19 Entered Stage 3

This is the content of the Notice 122 / TB-VPCP concluded by the Prime Minister Nguyen Xuan Phuc at the Government Standing Committee on prevention and control of Covid-19 on March 23, 2020.

The conclusion notice stated that the war against Covid-19 in Vietnam had moved to stage 3, which has a decisive meaning, made drastic and more effective measures to prevent and control epidemics; persevere in the principles of prevention, detection, isolation, zoning, stamping out, and treatment for.

The Prime Minister thoroughly grasped the People's Committees of provinces and cities throughout the country, the most functional forces are the army, police, health and other forces that need to be more drastic and tighter in directing, administering and resolving. mind not to let disease spread uncontrollably.

Review all people that have entered Vietnam since March 8, 2020:

The Prime Minister requested the Minister of Public Security and the Chairman of the Provincial People's Committee to complete before 12:00 on March 25, 2020 to review all cases of foreigners and Vietnamese living abroad who have entered Vietnam from the date of 8/3/2020, request isolation at home, place of residence, make medical declarations, update health status, promptly detect cases of disease, avoid spreading disease in the community.

The Ministry of Foreign Affairs shall direct representative agencies in countries to continue well performing community work and protecting citizens; mobilize overseas Vietnamese not to return to the country like the past time, apply measures to prevent diseases for themselves and their families, comply with regulations on non-movement and prevention of host countries' diseases; guide, support and synthesize the list of specific cases that need to return home for special reasons, especially for pupils and students; coordinate with the Ministry of Transport to work with airlines to arrange flights when domestic isolation facilities can receive more, ensure tightness and safety.

Closed bars, cinemas, stadiums and unnecessary business:

The Prime Minister requested the temporary closure of unnecessary businesses (such as karaoke services, massages, bars, discos, cinemas, stadiums, etc.) to minimize the gathering people, except for essential service businesses. Minimize the concentration of crowds at weddings and hospitality.

Religious and belief establishments do not organize rituals and activities with large crowds of people.

Limiting landings at Noi Bai Airport (Hanoi) and Tan Son Nhat Airport (Ho Chi Minh City):

The Prime Minister assigned the Ministry of Transport to focus on directing and taking resolute, effective measures to minimize and reduce the distance between flights transporting passengers from abroad into Vietnam, including for airlines. foreign. Coordinate with the ministries of Foreign Affairs, Defense, Health and Police to organize flights to Vietnam to ensure not to overload the isolated quarantine zones; restricting landings at Noi Bai and Tan Son Nhat airports.

Strictly implement measures to prevent the spread of disease on public transport vehicles (airplanes, railways, buses, ships ...) as recommended by health authorities.

Mobilize hotels and resorts as isolated places:

The Prime Minister assigned the Ministry of Defense, Health and People's Committee of the border provinces of Vietnam - Laos, Vietnam - Cambodia to promptly review and arrange sufficient isolation facilities in the area.

Agree to mobilize hotels, resorts and accommodation establishments as centralized isolation establishments with charges and prioritize the isolation of foreigners at these establishments.

Thank and encourage organizations and individuals to support resources for the prevention and control of epidemics through the focal point is the Central Committee of the Vietnam Fatherland Front. Not receiving support for goods and necessities in isolated isolation facilities.

To assign the Ministry of Defense to continue administering and coordinating concentrated isolation, including concentrated isolation establishments set up by the Ministry of Culture, Sports and Tourism, the Ministry of Education and Training, and the Ministry of Labor, War Invalids and Social Affairs. and Social mobilization and People's Committees of provinces and cities mobilize, ensure safety, do not cross and ensure the lives of isolated people.

The Prime Minister also requested the relevant ministries and People's Committees of provinces and cities to strictly handle cases of failure to declare, make incorrect declarations, not comply with quarantine strictly according to regulations, and necessary to investigate retrospective investigations. according to the law.

Buy equipment to ensure testing capacity of the hospitals:

The Ministry of Health urgently instructs the purchase of equipment and facilities, test kits, diagnostic bio-products (given priority to home-made goods), ... to ensure testing capacity; focus on quick and accurate testing of cases in concentrated isolation areas, cases of high risk of disease, suspected disease in the community for timely isolation.

The procurement of equipment, means and medical supplies for epidemic prevention and control at market prices, ensuring timely, public, transparent and anti-negative activities.

The Ministry of Health was assigned to assume the prime responsibility for, and coordinate with the Ministry of Finance and the Ministry of Industry and Trade in, deciding on procurement of medical masks, ensuring adequate supply for medical establishments.

Request businesses producing masks to supply masks only to the Ministry of Health and health facilities. Health facilities are only allowed to buy and use for the units, and it is strictly prohibited to buy and sell to other units. In case of handling international relations, the Ministry of Health, the Ministry of Foreign Affairs and the Ministry of Industry and Trade shall report to the Prime Minister.

The Ministry of Health has agreed with the Ministry of Industry and Trade to organize the production of masks to ensure quantity, quality, prices and timely service of epidemic prevention and control.

The Ministry of Finance was assigned to assume the prime responsibility for conducting price consultations in accordance with the law on prices when purchasing medical masks and materials and equipment in service of epidemic prevention, which are manufactured domestically but have not been widely circulated. widely on the market (such as antibacterial cloth masks, shot drops, diagnostic bio-products ...). The Ministry of Health is responsible for providing a list of items subject to price consultation.

Use the contingency budget to prevent epidemics:

Continue to promote communication on measures to prevent and control cross-epidemic diseases in the community, to implement social gap.

In the immediate future, local authorities will use the contingency budget to deal with epidemic prevention and control funding. The Ministry of Health shall assume the prime responsibility and coordinate with the concerned ministries, agencies and localities in summing up the overall needs; On that basis, the Ministry of Finance is assigned to assume the prime responsibility and coordinate with the Ministry of Health in reporting to the Prime Minister and competent authorities according to specific handling regulations in order to support disadvantaged localities.

The Ministry of Justice shall study and submit to the competent authorities for promulgation a number of provisions to permit the Government and the Prime Minister to apply necessary measures like in an emergency situation.
